The people with the "money" and willingness to buy such things decide what the value is. New patrons and art buyers with better taste must come into the market in order for the change to commence. The ones who bought the Lichtensteins, Rothkos, Stellas, etc., must die out first. Let's face it, who would admit they spent millions on junk even if it was? Why would these same people devalue these "artworks" if there was a chance they could possibly sell them for more? New markets need to be created and at best we can hope for some "crossover".
